Usage Note
Leap seconds are necessary because the Earth's rotation is not perfectly constant. The International Earth Rotation and Reference Systems Service (IERS) decides when to insert leap seconds, typically on June 30 or December 31. The insertion is done to maintain the difference between UTC and astronomical time (UT1) to less than 0.9 seconds.
